It appears to be a grande sonnerie clock. Does it strike the quarters, followed by the hours, at each quarter? If yes, it is Grande Sonnerie.
I’d gas’s weld some material to the tooth tip and file it up. Not in your case, but sometimes if the loss is minimal, some discrete hammer work...
