First i was going to say used to hold watch hands for broaching, then i looked again, main spring winder, maybe.

i believe it is part of a K+D mainspring winder set. Need arbors to turn new mainspring into this installer.

The knurled handle unscrews from the base and has an arbor; this works in any of the barrels.
