Default Mystery brass tool - "jewel setting tool"

Also in the box of watch tools and supplies I acquired yesterday was this interesting little brass tool. Spring loaded little finger that can be raised or lowered onto a flat brass piece with a gap down the center.
There was a faded folded schematic of the tool in the box, which refers to it as a "jewel setting tool". There was also a shaped flat brass piece of similar look and vintage which could go as part of the kit.

Anyone familiar with this tool and how it is used? Thanks.

This is a pallet stone warmer in a simplified Culman style. The spring loaded arm pins down the pallet fork. Heat is applied to the 'ears' to melt the shellac holding the jewels. The jewels can then be moved in or out to adjust the depth, or a missing jewel can be set in place.

    Wonderful, thank you Dave!
I assume the other flat brass piece is unrelated to the actual warmer tool?

Unrelated. Not sure what that piece is for.
