Default Replacing 10 inch painted with paper dial

Existing black and white 10 inch painted dial completely flaked, no possibility of repairing. However I have taken a good photograph of a similar dial which could be transferred to paper and glued over the original. It is on an electric master clock.

What would be the best paper (or material) to use, how would the photograph be transferred to the paper and what glue to use to attach it. Where would be a good place to get this done?

If somebody has experience with this, I'd appreciate any advice,

Convert your picture to a vector graphic and laser print it onto a heavy piece of acid-free paper (Check with framing shops) and secure it with contact cement.
