Can anyone direct me to educational material that would teach how to work on the balance wheel and balance springs of alarm clocks?

The book you are referring to is Practical Clock Escapements by Laurie Penman, ISBN 0 9523270 4 X.
I don't think it would be of much use for balance wheels used on alarm clocks, it deals more with pendulum escapements.

I think Practical Watch and Clock Repairing by Donald DeCarle has a section on alarm clocks. For alarm clocks, as in dollar watches, the pin-pallet escapement was the most commonly used. Any book with instructions for repairing the pin-pallet will be useful. Most of the hairsprings in these things are flat, w/o an overcoil. This makes them less challenging to work on. However, replacement hairsprings are not easy to locate for most brands.

The only book I know of from which you can actually learn how to manipulate a balance wheel spring is Henry Fried's Bench Practices for Watch and Clockmakers.
Of course our lending library has it but
the soft cover book is not expensive, and, while most material is for watches, there is much to be learned for all timepieces.
