The following is my agenda item regarding the procedures manual for the
new Council meeting. There is no motion attached at this time because
the item itself needs discussion before determining the process
required.

Background
The call for a procedure manual came as a result of an attempt during
the 1997/99 administration to rewrite the bylaws. Somewhere along the
line a decision was made to remove all ?procedures? from the then
existing bylaws and proposed amendments and place them into a
?procedures manual? along with any other existing NAWCC procedures. The
idea being that procedures can be changed with a vote of Council while
bylaws must go through a much more rigorous process involving many
months of lead time. Little progress was made during the remainder of
that administration to produce such a manual.
Current activities
During the 1999/2001 administration the Ways & Means Committee was
assigned the task of producing a procedure book. The Summary of
Directives and Official Motions was believed to contain most of these
?procedures?. Therefore the 819 Directives and Motions of Councils from
1950 through July 1999 were sorted into gross categories and massaged
into a document made available to Council for review in December 2000.
This latest listing of Directives and Motions is one and one-half inches
thick. Within each category the motions are sorted by date.
In my opinion the entire document is of historical value as it
demonstrates how and when NAWCC has acted. However, as a procedure
manual it contains a great deal which has no current value and leaves a
lot of blank spaces. I would suggest that we retain the entire
historical document but remove and place in an Administration Manual
only those items which are in current use. (see Exhibit I)
Beyond this listing of Motions & Directives the Ways & Means Committee
attempted to obtain written copies of procedures used by the various
standing committees as outlined in the bylaws. With limited success.
Among those few collected the Awards Committee procedures run 22 pages
and the Editorial Committee has 37 pages.
Future activities
As a member of the Ways & Means Committee, I would have several
questions needing answers before proceeding further. I believe the
Committee needs specific, clear instructions; understood by both sides
before spinning their wheels into disillusionment. by all parties. A
win-win outcome is possible if the scope of work well defined.
Questions to answer
?Will this be a paper or an electronic document?
?If paper, will it be available to any and all in its entirety? In
sections? For a fee?
?Should we keep all the no longer-in-use stuff in the ?Administrative
Manual??
?Should we attempt to establish all the procedures at once or attempt a
few sections at a time?
?Should we include all the Museum stuff? Or should they have their own
administrative manual? Museum Trustees are listed as a standing
Committee.
?Who should ?write? these procedures? It seems unreasonable to ask the
members of the renamed Bylaws Committee to do the drafting as most of
us have no idea who, what, where , when, and why things are or should
be done. And Committee Chairmen seem unable or unwilling to do so.
?Shall we ask for volunteers?
?Who, then, should review the draft?
?Will Council review each draft line by line?
?Can Council be satisfied with ?something? even if it is not perfect?
?Can Council be satisfied with numerous styles of presentation?
?Or will the whole thing need to be rewritten into a single style?
?What is a reasonable time frame?
Conclusion
We must make a beginning. Now. And acknowledge that there we will never
reach the end. Administrative procedures can and should change to suit
current needs and requirements. Circumstances change. Technology
transforms everything. NAWCC must change with the times.
