Those are called chain guards. When wearing the watch with a chain attached it keeps the chain from interfering with winding the crown.

I'm guessing, but it seems there has to be a lot of room between the crown and bow before the chain/crown becomes a problem. This would have happened on the 18s with really large crowns & bows. As the 18s lost favor and cases (crowns & bows) became smaller due to style changes, the problem went away.
