Lots of reasons for a watch not to run and Elbon is not a well known name. Posting a oicture of the movement might enable one of us to ID it and then a watchmeker could get parts. IT we con ID as some one wtill in business you may be able to send it to them, but it will be expensive, Worst case there are some watchmakers who can make parts from scratch but this too will be expensive.

If it runs a little bit and stops there is a good chance that all it needs is a cleaning and lubrication, which should not be too difficult. SInce your local guy can't fix it this seems unlikely.

You can do some diagnosos if you can open the back of the case. If youcan see the movement it will have a balance wheel with a coiled spring over it. If shaking or twisting the watch to make this wheel swing can make it do this, the balance staff is probably OK. If not you will need to find someone ot replace the staff. This is 90% of what is likely to be wrong but there are lots of other possibilities,
