Your picture isn't all that great, but it looks to me as though it could be some kind of a pallet stove. You give no idea as to scale, and it is badly out of focus.

You are right Doug....poor pocture.

It is a pivot polisher. Here it is set up on my American watch tool lathe. I found it advertised in an old tool catalog.
