Check out this Elgin on E-Bay. It looks funny to me. The second had is at 3:00 and the works looks like a No. 4 lever set, listed as a hunter and as 1876 but the number is 3,7xx,xxx which sets it in 1889! Is something funny here?

metal replacement dial, conversion type to make a HC OF!

Plenty of these watches still around.Matter of fact I have owned 5 or 6 and still have one in my possession.Like Jon said its just a hunter movement in an open face case with a conversion dial.
