Info & Help on A&W 8 Day Time Switch Clock

I picked this up at a local auction. I don't really know how to use it. I did wind up both barrels and after pushing (or turning - don't remember) 'starter' it started ticking and continues to tick. What is the electrical stuff for? What else can it do besides keep time? What is recommended way to set the hands?

On the plate at the bottom it says 'The A. & W. Electric Sign Co Cleveland 8 Day Time Switch - Type 30 - Amps 30 - Volts 250.

Looks like it is for controlling lights. Can't find any info on the maker. Should be able to set the time by moving the minute hand.
