My Waltham book has the following information on S.N. 3996573. It was part of a run of 500 watches starting at 3996501 ending at 3996700. It is 18 size, model 83, grade #3 stem wind 11 jewel, pendent set open face and U material grade. Does the dial plate have jewels? The only way to tell is to take the watch apart. That might explain the discrepancy between 11 and 15.
The other watch 21708279 is 18 size, model 83, grade # 825, 17 jewel, patten regulator and hunting case. It is part of a run of 1000 watches starting at 21708001. The dates are consistent with my Waltham book but the jewel configurations are not.
