The '15 Rubis' is indeed about the jewels and means that it is a 15 jewel watch. If the watchcase has any hallmarks on it posting a picture of them would be helpful. A picture of the movement (the innards) may also help. It's most likely that we won't be able to give you a specific date on a Swiss watch, but may be able to give you a ballpark figure. The problem stems from the way the Swiss watches were manufactured and the lack of records.
