Is Elgin Grade 418 , Model 5 , 3/0 size considered a pocket watch?

Hi Kim, from your description i would say it is a pocket watch.Made for a woman, because of it,s size.

As a point of reference, a 1914 Elgin catalog depicts 5/0 & 10/0 Size Watches (http://elginwatches.org/scans/sales_catalogs/1914_Elgin/m_pg19.html) in classic "pocket watch" cases, presumably for use as pendant watches. By extension, a 3/0 size would be consider a pocket (pendant) watch as well.
