The jours octom means 8 days. This watch will run for eight days when fully wound. From what I can tell it looks like a Swiss Hebdomas. Shugart says that they were made from the early 1900s to the 1960s, and that they are now being made by the Arnex Time Corp under the name of Lucien Piccard and others.
Look under European Pocket Watch Listings in any of Shugart's late price guides (mine is 2002).
