I have an old (1888?) Elgin (Serial # 3,383,931) that has a long stem (just under 2") at the 12 position. Someone told me that if the long stem is at the 6 it is an automobile clock and if it is at the 12 it's a watchman's clock. I thought watchman's clocks had a key hole so the watchman could visit his nightly rounds and use the key on his watch to record each station check in; but, there is no visible hole on this piece.
I'd love to know what this really is  !!! Thanks so much for your help, it is appreciated!

A picture would be helpful to id Elgin use. The serial number will tell size but not application for movement.
