I recently viewed an E. Howard 19j watch on an internet dealers website. It was supposedly from 1912. My confusion lies in the fact that the watch had a Montgomery dial that said "E. Howard & Co." which as I understand would make it an "original" E. Howard watch and not a Keystone era Howard. However, the movement said "E. Howard Watch Co. which as I understand it makes it a Keystone.

Is this combination possible? Did E. Howard & Co. even use Montgomery dials?

What you probably saw was a watch with one of those historically incorrect recent replacement dials. These non-original dials are still available and have an ornate E.Howard & Co., Boston signature. This signature belongs to old, pre-1905 E.Howard & Co. watches, before the name was purchased by the Keystone Company. It is not appropriate with a Montgomery dial.
