Anyone see this type of thing before? Ideas?

If you don't have a case or dial, I suggest these were holes for mounting the mvt onto something. This one could have been used for something else than as a pocket watch, maybe a vault timer or a small table clock.
The holes seem to have been drilled before gilding and thus made at the factory.
I know there are people knowing their Howards and I don't claim to be one of them. This is just a wild guess.

Thanks for the guess! Anything is appreciated. I do have the dial - which appears to be original but I'm not an expert. I'll post a pic of it shortly.

Who has the ledgers now? Mayhaps they can help you determine its original config...
