GUESSES: It is about 2:30 PM and the building is facing due West. Late 1800s to early 1900s. Anyone for a Taxi.

Compiègne - Place de l'Hotel-de-ville

Compiègne, France, has the distinction of being the location where the Armistice was signed ending WWI on November 11, 1918. It was signed at 5:00 a.m. and went into effect at 11:00 a.m. A further point of interest (not necessarily distinction) is that it was also where France capitulated to Nazi Germany on June 22, 6:50 p.m., 1940, the so-called "Second Compiègne".

The photo is of the city hall of Compiègne, literally translated says "city hall plaza".
