I'm interested to purchase a Waltham Vanguard mod 08 with wind indicator and inner terminal curve on the hairspring. When entering the SN (23152428) it says "100" in the comments box. What does this mean?

Modersohn:

"Serial Numbers With Description of Waltham Watch Movements," Waltham Watch Co., Waltham, MA, 1954, (commonly referred to as "The Gray Book).

Sorry about that. I added a line to the text describing the database to identify "The Gray Book."
