You almost answered your question. "It doesn't say Gold". In the years before the The Metal Stamping Act, Manfact. specified the thickness of Gold in cases by Guaranteeing them for a amount of years, Ex: 5Yrs, 10yrs, 20 yrs, 25 yrs. and permanent being the highest Gold Filled Grade.

GOLD is marked by assay marks such as .585 assay is 14 karat and is stamped on the piece somewhere as it is done today. 10K, 14K, 18K.
