I was going through some boxes of parts and found three dials (two bulova and one elgin) that looked NOS but had "rebuilt" painted on them. What exactly did that stand for?

If you look through some of the old wholesalers catalogs you will find sets of cases and dials for sale.You got a case and a matching dial so you could "rebuild" a watch.They must have sold by the thousands.
I have a few myself.
