Just a guess, but split second timing?
An 18kbph movement works out to 300bpm, or 5bps. (bph, bpm, bps = beats per hour/minute/second)

Essentially all English Center Second watches including the Waltham ones made for the English market are calibrated on the outer track for beats. i.e. 300 beats to the minute at 5 beats/second.

It depends. If the numbers get smaller as the dial goes round toward 12:00, it could be a tachymeter. But if the numbers are constant, Tom is right.
