Dial conservation or restoration

I have a couple of beautiful antique clocks whose dials are made of paper or a type of cardboard. I have noticed that small chips of paint have begun to flake off. My goal is preserve the original beauty of the clock and prevent further errosion. Any ideas would be appreciated
