This has come up a few times in the past, so if you search the old threads a little (I'd think using the terms "pocket watch repair") you'll turn up some good advice as well as some recommendations for good watchmakers. There's also some good advice on Wayne Schlitt's Elgin site, at http://www.midwestcs.com/elgin/help/watch_repair.html which is worth reading.
As for cost, it'll depend on what you need done (e.g., a basic cleaning will be less, of course, than if more extensive repairs are needed). In general, you get what you pay for, so a cheap repair is likely just that - a cheap repair.
Some hairlines may "soak out" in a cleaning, but others may remain noticable.
