Dear Members,

The following motion was passed by NAWCC Council on January 7, 2002,
concerning the recommendations of the Strategy and Governance Advisory
Group (SGAG), an ad hoc committee of members appointed in July 2001.

MOTION:
Council receives the SGAG report with thanks, accepts the underlying
concepts, and agrees to undertake followup work to resolve specific
restructuring actions and a transition plan.

The underlying concepts were:
1) The delegation of more responsibility to our Executive Director for
Headquarters management, within the confines of a clear delegation of
authority and updated job description.
2) The reduction in size of the NAWCC Council to approximately 9 members
instead of 16.

These changes would be made to improve the Association's focus on key
policy items and on marketing and fundraising. The changes would also
create a Council with faster decision making ability.

The specific suggestions of SGAG will be studied and judged by the
Council and membership before changes are actually made.

Respectfully,
Doug Cowan
President
