Not weird at all. My father in law gave me one just like it, which came out of a 1918 Model T. Elgin also made one nearly identical in appearance to the Waltham, and I've seen a U.S. Army version that I'm told came out of a tank.

Hello;
The watch was called "size 37" and it was originally developed for automobiles ca 1910. Waltham made a significant number of these for many years. It contains 2 mainsprings and runs 8 days. Most were 7 jewels, but a number of 15 jewel versions were made these were used in deck watch clocks or applications that required higher precision. There were at least 3 winding versions (pendant (below), keywind (face), and keywind (back). Some versions had seond hands and winding indicators.
Waltham used this movement in a variety of shelf, mantle, and wall clocks.
