About all that I can tell you is that Locle is a place in Switzerland which was home to some very famous watchmakers who produced some very high quality watches. However, some junk also came from there.
There are people on this board who could probably identify the maker from pictures. I don't know why they haven't responded. Sorry I can't tell you more.

PIcture would definitely help but here are few things to look for on the watch

1) the labeing is Slow and Fast and "meter" is scale to set the rate of the watch. Tis indicates that watch wa samde of the american or less likely the English market. It probably was not sent to Bolivia, but maybe they took ot from an American or Englishman.

2)There were two major rough movements types one called a geneva bar movement, usually brass and one I call a Loclc movement, almost always nickel. Locle movements have the bridges arranges to form a circle around the balance. They are almost always higher grade than Geneva Bar movements.
