I saw this watch on a commercial site. It is described as a green gold filled case with "bronze/rose colored dial".

Is this likely to be an original Elgin dial? Or is it more likely that it was refinished?

Appears to be refinished but remember--there is no substitute for holding in ones hand and "staring and comparing!"

Thousands of these dials have been (and are being) REFINISHED TO ASSIST IN SELLING THESE "COMMON" WATCHES TO FLEABAY AND TV BUYERS!

Seller has confirmed this is a professionally refinished dial.

Just remember that if it looks TOO GOOD it probably is either a repro or redone!
