Brandi:
17 and 19 jewel Bunn grade movements are marked, just as are the 21 and 23 jewel Bunn Special movements. There are private label movements of both grades. In order to determine what the grade of an un-marked movement is, knowing the serial number, you would have to consult a serial number vs. grade list. There are two publictions that contain such a list for Illinois. One is "American Pocket Watches Vol. 2, Illinois Watch Co., Encyclopedia and Price Guide," William Meggers, Jr. & Roy Ehrhardt, Heart of America Press, Kansas City, MO, 1985 (still in print - see Heart of America Press (http://www.hoapress.com)). The other is "American Pocket Watches Serial Number Grade Book, 1993 Prices," Roy Ehrhardt & William Meggers, Jr., Heart of America Press, Kansas City, MO, 1993 (also still in print and available at Heart of America Press (http://www.hoapress.com)).
Burlington was a large mail-order watch sales outfit out of Chicago who contracted for most of their watches to be made by Illinois. The 19-jewel 16-size watches were sold during the early and middle `teens. A typical ad for the 19-jewel Burlington Special can be seen at:

Good luck,
