Hi,
The problem you describe is actually a symptom of another problem, but it's known as overbanking and it is fairly common. However, there are a number of problems that can cause it (in 'The Watch Repairer's Manual' by Fried, he details eight of them), so diagnosing a single example without having the watch in hand would be crapshoot. Some are simple to fix, and some can be fairly involved.
There was a recent thread in the newly-created Watch Repair section on this, as well as a bunch of others here in the Pocket Watch section, and I'm pretty sure it has come up in the Wrist Watch section too. If you click the 'Find' tab just above your original post and look for the keyword 'overbank' or 'overbanked', I am sure you'll find plenty to chew on.
