I have a Hamilton size 15 992B pocket watch. The serial # is C 406978. The dial has Hamilton railroad special on it. The case is made of stainless steel. The dial is made of a materail that looks like a heave paper but has crackes in it. Can anyone tell me what it is made of?
Also can any one tell if the watch is worth anything?

Welcome.
You have a 992B from about 1953. It is a size 16 watch. The case if marked Hamilton,is a model 15. 992B watches were produced from 1939-40 to 1969.
The dial you describe is what is called a melamine dial. Hamilton changed to this material from porcelain in the mid forties.
IMHO, a bad move. Does the dial have any other numbers on it besides the 1-12?
The dial has a metal back with a printed plastic-like overlay. They were prone to the deteroriation you describe.
Sorry, but requests for values are not 'allowed' on this board, but you can search ebay for some wide ranging results.

If your watch has sentimental value, you may want to keep the dial. Otherwise, there are replacement dials available.
To help you better identify similar watches if you go looking on eBay, as Terry said, if your watch case is marked Hamilton, then it would be Hamilton's No. 15 case. Here's a picture of a 992B in No. 15 Case (http://www.knology.net/~ksinger/992b_no_15_case.jpg).
