One possibility is that they're grade 1000. Another is grade 645. Since no factory source for grades by serial number is known above 824,000, these are only best guesses.

What and where did anybody come up wth the 645 grade Rockford? Description and characteristics, other the 21J?

In Roy Ehrhardt's serial number book he gives a listing for a model 2 16s pendant 21 jewel adj. temp. mvt with the grade 645. Where this grade number comes from, I can't say (you'll have to ask Roy). Perhaps he made it up or perhaps he has an adv. describing it.

Also, Ehrhardt published a partial reconstruction of the late Rockford numbers, and identified runs 829xxx and 842xxx (among others) as grade 645. My own database of late Rockford serial numbers agrees in general with Ehrhardt's assignment of these runs to 16s 21j Adj H&C, but I believe them to be grade 1000 based on an adv. published in Shugart's guide book.

Thank you; however, I have yet to see ANY ads listing this stuff as 645! These late ones seem to be just several styles and damaskeening patterns.

I'd like to see an ad calling them 645 as well. Much about Rockford's later production, including grade numbers, is incomplete.
