I don't see Cernine lited anywhere I checked, but the movement is almost certainly Hampden. So I'm going to say private label Hampden.

Is there, was there, a Hampden movement
with that Waltham-esk-ish cutout on the
balance cock?

Could it be the product of a country in
Europe, one with lotsa watchmakers and
chocolate, and gnomes?
