The name, Paul Jeannot, is not in Pritchard's Book Swiss Timepiecemakers 1755-1955. This is a pretty thorough source. It reports that Clement Freres an 1890's company used the name Jeannot with two stars as a trade mark.
The number 1728 might be a serial number or a date of the start of the firm, which may be a Geneva Jeweler or retailer who had it made under a private label contract.
