The westminster clock clicks at the 1/4 past 1/2 past 1/4 to and on the hour but the hammers don't move and it is wound up

The click indicates that the levers are lifting and dropping. You are not getting activation on the chime side, which will also keep the strike side from working. Try manually lifting the lever. If that activates the chime it just needs to be adjusted a bit to lift higher. If it doesn't, it indicates a bind in the chime side. Try the manual lift and let us know.
Editing: This may be really obvious, but be sure there is not a silence feature that is turned on.

Was it working OK recently, and did the problem come on gradually or suddenly?
Any recent repairs?
What sort of clock is it (nationality, pictures)?

To clarify, you'll need to remove the hands and the dial to see the levers I mentioned. Don't worry about messing anything up - we'll talk you through getting the time set back correctly later :smile:

Onella, your clock movement is on a wooden seatboard. This seatboard is held in by two thumb nut screws that are under the channels on either side of the clock. Remove the screws and slide out the movement. Your dial will be sitting on posts that are pinned to the movement from under the front plate. Remove these pins (4 of them) and then you can lift the dial off. This will give you access to the front of the movement.

ok I took the dail off the levers moved the the hour strike works but goes loger then 12 strikes the chime side works but is a little bit fast

Just because the Chime side is wound up does not mean its releasing power to the system. Investigate whether the chime mainspring needs servicing. On the strike side, it sounds like an adjustment on the fall of the rack tail to the snail is needed. If you are not familiar with these terms or unsure of what we are describing, you will need the help of a qualified clock repairman.

Onella - it sounds like you have several issues that need to be addressed. The fast chiming could be a loose fly (the little butterfly thing that goes around fast during the chime), and the failure to stop at the end of the strike usually indicates a movement that is dirty. This is not one that's going to be easy, and I'd recommend you pass it off to an experienced repairman. If you have an interest in clock repair, get a time only movement to start with and enjoy the learning process :smile:
