Just found an interesting passage in the minutes of a June 15th meeting of the Illinois Central and the Yazoo and Mississippi Valley RR meeting of "Saftey First" group.
Scores of Watch Inspectors attended and at one point during a discussion of "Loaners" Mr. Ball in replying to a question from Mr. Wuesteman, a watch inpector from Champaign Illinois, said "If an employee happens to have a watch that is getting along in years or falling behind, the Inspector may keep him going by giving him a Loaner watch. Frequently the man will come back into the shop saying that this is the best watch he has ever had and that he would like to buy it. He transfers it to his old case or puts it in a new case Some of the Inspectors do a quite thrifty business this way with Loaners"
