I have a Herschede mantle clock that rings the hour just fine then rings the half hour the same as the hour. Goes like this at 3 o'clock it will ring 3 times then at the half hour it will ring 3 times. Does the same every hour rings the hour then rings the same amount on the half hour. Another thing it does is I cannot regulate the time. If I wind it up it will run fast. for about 3 days then I can set to the right time. The + or - adjustment seems to do nothing but drive crazy. I just started getting the clock bug and this clock is one of my favorite clocks even if it drives me mad. Can anyone please help?

It sounds like the rack is dropping on the half hour to the full depth. It should drop one tooth only. Watch that action closely and you should be able to spot what is causing it. The other problem is harder. How much time is it gaining? I suspect the verge is not adjusted close enough enough to the escape wheel and it is skipping teeth when under pressure. You can probably verify this by winding it fully, then moving the verge slowly to see if there is a spot where it allows the escape to run on. It could be badly out of beat too, but I'm guessing you've already adjusted that.
Editing: On the chance that you have a floating balance there may be other issues. I'm not familiar enough with the numbers to remember your exact movement

Hoagie, your movement may be in need of cleaning and bushing work, if your timekeeping problem is extreme. A new suspension spring may help.
As for your striking problem, the two lobe cam on the minute arbor controls the lever that activates the strike. This lever is lifting too far on the halfhour and needs a slight bend to make it not lift so high. The rack should only drop to the first tooth.
