Additionally, were these small sizes used exclusively by women, or were they, perhaps, used by men of very modest means?

0 and 6 size are ladies watches, 10 size might be a man's dress watch, it depends upon the era and the case. Less expensive 16 and 18 size watches were available at, or near, the same price as ladies watches for those men of modest means.

I haven't looked at any production numbers, but I'd be very, very surprised if the total number of these exceeded that of 18 and 16 size.
